II ASOSAI-EUROSAI Joint Conference in Moscow

The II ASOSAI-EUROSAI Joint Conference was held in Moscow from 25 to 26 September at the invitation of the Russian Federation. As this conference was combined with the Governing Board Meeting of ASOSAI, only Governing Board members and permanent observers of ASOSAI and EUROSAI were invited.

76 delegates took part in this conference, representing 21 SAIs (9 EUROSAI SAIs, 11 ASOSAI SAIs, 1 OLACEFS SAI).

The main theme of the conference, which had been chosen among the members of EUROSAI and ASOSAI as a result of a survey, was "Lessons learned from the past experience of adopting the ISSAIs and their future implications".

The individual SAIs reported on their national audit standards and guidelines as well as on their experiences with regard to the introduction and implementation of ISSAIs, especially the adaptation of the ISSAIs to their national legal framework conditions and the challenges resulting therefrom for their SAIs. The SAIs of the Russian Federation, India, Korea, China, Spain, Japan, Turkey, Portugal, Moldavia, Malaysia and Bangladesh informed on the lessons learned, and on challenges and problems they faced during the implementation of the ISSAIs.

The INTOSAI General Secretariat presented the efforts of INTOSAI concerning the United Nations Post-2015 Development Agenda and the significant role that SAIs shall play in this regard. It informed about the activities to attain a new UN Resolution to anchor  independence and capacity building of SAIs as well as the improvement of public accounting systems as significant elements of the UN Post-2015 Development Agenda. The General Secretariat highlighted the importance of support by all members for this initiative and also asked all EUROSAI and ASOSAI representatives to address their request for support to the competent national bodies.

The "Moscow Statement" was adopted as the official result of the II ASOSAI-EUROSAI Joint Conference.
