In preparation of the 22nd UN/INTOSAI Symposium, which will take place in Vienna at the Vienna International Center from 5 to 7 March 2013, the INTOSAI General Secretariat conducted a survey among the INTOSAI members in order to select a topic. An overwhelming majority of 30 out of 58 member SAIs endorsed the theme "Audit and Counselling by SAIs: Risks and Opportunities, as well as Possibilities for Engaging Citizens". 16 SAIs voted for the theme "Concurrent Audit – Ex-post Audit by SAIs: Safeguarding Independence and Development Results through Engaging Citizens". Other SAIs proposed alternative themes, abstained or considered both themes equally suitable.

Based on this clear feedback, the 22nd UN/INTOSAI Symposium from 5 to 7 March 2013, organised by the INTOSAI General Secretariat in cooperation with the United Nations, will focus on the topic
